Ecology Diplomacy of Turkmenistan
Implementation of energy projects of global significance within the framework of active international cooperation in the energy sector is of particular importance for Turkmenistan, and in this regard, diversification of energy flows and development of a new, multi-option pipeline infrastructure is one of the priority areas of the “Concept of the Foreign Policy Course of Neutral Turkmenistan for 2022-2028”.
Considering the country’s leading position in the world in proven reserves of natural gas, as well as the peculiarities of its geographical location, Turkmenistan is pursuing a policy of diversifying international cooperation, in particular, by ensuring equal access to Turkmen hydrocarbon resources and their means of transportation. This involves the creation of a multimodal transport pipeline infrastructure to bring Turkmen energy resources to the international energy market.
Taking into account Turkmenistan’s interest in energy efficiency issues, as well as in the use of renewable energy sources, readiness to cooperate with interested parties in the development and implementation of energy-saving technologies and the development of a renewable energy system is expressed.
The President of Turkmenistan notes the holding of regular and multilateral consultations on issues of positive interaction in the creation of a multi-vector pipeline system for transporting energy resources to world markets on a sustainable and long-term basis. One of the main areas of such cooperation is the development of effective means to achieve global and comprehensive security, guaranteeing reliable transit of energy resources.
On December 19, 2008, at the initiative of Turkmenistan, the Resolution “Reliable and Stable Transit of Energy Resources and its Role in Ensuring Sustainable Development and International Cooperation” was adopted at the 63rd session of the UN General Assembly. Also on May 17, 2013, at the 67th session of the UN General Assembly, the Resolution “Reliable and Stable Transit of Energy Resources and its Role in Ensuring Sustainable Development and International Cooperation” was adopted for the second time. This Resolution, adopted with the unanimous support of all member states of the United Nations, co-sponsored by more than 70 states, became evidence of consistent support and implementation of the initiatives put forward by Turkmenistan to form a new basis for international energy security.
Turkmenistan carries out targeted international work taking into account energy security. In this regard, the country creates a favorable investment climate and all the conditions for successful business, gives priority to long-term and mutually beneficial cooperation in the energy sector. The resolution “The Key Role of Reliable and Stable Energy Connectivity in Ensuring Sustainable Development”, adopted at the initiative of our country on December 19, 2023, became a logical continuation of previously adopted documents in the energy sector.
Certainly, the obvious fact is that over the past decades, Turkmenistan has not only strengthened its position in the global energy market as an energy exporting state, but also fundamentally changed the nature of its participation in it. Today, our state puts forward the idea of an integrated approach to addressing issues of ensuring global energy security, which involves the development of a methodology for creating political preconditions and organizational prerequisites for interaction based on systemic, specialized dialogue on relevant energy issues.
