Transport Diplomacy of Turkmenistan
Turkmenistan is geographically located at a vital crossroads of international transport networks. With the successful implementation of the largest transport projects of the century by Turkmenistan, a new page in history is opening and the idea of the Great Silk Road revival is receiving a new interpretation. This, in turn, has led to the general prosperity of Turkmenistan and the region in which it is located, turning it into a center of concentration of material goods and a developed center of spiritual culture in the period of developed regional transport communications.
The President of Turkmenistan, implementing a far-sighted policy in the new historical conditions of the 21st century, puts forward international initiatives aimed at forming a transit and transport infrastructure that promotes the harmonious development of countries of the world, and attaches great importance to the prompt implementation of these initiatives. One of the main directions of the “Concept of the Foreign Policy Course of Neutral Turkmenistan for 2022-2028” and the “Program for the Development of Transport Diplomacy of the President of Turkmenistan for 2022-2025” is active participation in the implementation of major transport projects in the region jointly with international organizations. The adoption by the United Nations General Assembly, at the initiative of Turkmenistan, of the resolutions “The role of transport and transit corridors in ensuring international cooperation for sustainable development” of 19 December 2014, “Towards comprehensive connectivity between all modes of transport to facilitate the creation of sustainable multimodal transit corridors” of 22 December 2015, “Strengthening the links between all modes of transport to achieve the Sustainable Development Goals” of 20 December 2017, “Strengthening the links between all modes of transport to ensure stable and reliable international transport for sustainable development during and beyond the coronavirus disease (COVID-19) pandemic” of 29 July 2021, as well as “World Sustainable Transport Day” of 16 May 2023 are clear evidence of the great achievements of our country’s transport diplomacy.
Although Turkmenistan is one of the landlocked countries, its location on the Caspian Sea coast allows it to actively participate in international maritime communication. In the Caspian track, Turkmenistan puts forward a number of important initiatives to create transport and logistics routes in Central Asia and the Caspian region by access to European markets. The Caspian Sea is located at the crossroads of continental routes. The territories of the Caspian countries, located close to each other, have direct access to South Asia and the Asia-Pacific region – in the east, to the Black and Mediterranean Seas – in the west, through Iran to the Near and Middle East – in the south, through Russia and further to the Baltic Sea coast. In this regard, Turkmenistan also pays special attention to its port infrastructure and maritime transport as a key link in international transport communications.
The largest transport corridors, such as the international multimodal transport and transit corridor “Afghanistan – Turkmenistan – Azerbaijan – Georgia – Türkiye”, the international transport corridor “Turkmenistan – Azerbaijan – Georgia – Romania” along the international transport route Caspian Sea – Black Sea, the multimodal transport corridor “China – Kyrgyzstan – Uzbekistan – Turkmenistan – Azerbaijan – Georgia – Türkiye – Europe”, stretching from the Asia-Pacific region to Europe through Central Asia and the Caucasus, the project of the transport and transit corridor “Uzbekistan – Turkmenistan – Iran – Oman” along the route Central Asia – Middle East, the international railway “Kazakhstan – Turkmenistan – Iran”, the transport project “Uzbekistan – Turkmenistan – Iran – Türkiye”, as well as the railway “Turkmenistan – Afghanistan – Tajikistan” along the East – West route are a vivid example of cooperation of our country in the transport sector with neighboring and foreign countries, as well as international organizations and companies.
